In this position, I was responsible for all design and field operations conducted by the firm in Monroe County, including civil engineering design, architectural design/project management, construction inspection, construction layout, land surveying, water distribution system design, as well as water transmission design and construction inspection.(3) REGIONAL ENGINEERING MANAGER for Post, Buckley, Schuh and Jernigan, Inc., West Palm Beach, Florida, 1983-1984. I was responsible for production management of all design and field functions in the firm's West Palm Beach office, including civil and site design work, land surveying, multi-level environmental and building permitting of land development, as well as water distribution system design.(4) FLORIDA DEPARTMENT OF TRANSPORTATION: From 1984 until 1990:(4a) ASSISTANT DISTRICT CONSTRUCTION ENGINEER, F.D.O.T., District 6, Miami Florida, 1984. In this position, I was the principle assistant in the implementation of the District Construction Program, including reestablishment of a District CE&I Program to be used as a state-wide model.(4b) DISTRICT CONSTRUCTION ENGINEER, F.D.O.T., District 6, Miami, Florida, 1984-85. I was in direct charge of the District's Construction Program, using both in-house and CE&I consultant personnel. This included personnel management of over 75 in-house personnel and 100 consultant personnel, as well as records management, interfacing with several major water, wastewater, and electric utilities, public information, environmental permit management and intergovernmental coordination. Projects included I-75, the Palmetto Expressway, Keys Bridges and Metro Rail stations, with a budget of $75,000,000 annually.(4c) CONSTRUCTION MANAGER, F.D.O.T., Interstate 595, Ft. Lauderdale, Florida, 1985-1987. In this position, I was in charge of a $1.2 Billion urban Interstate construction project, the largest single public works project in Florida's history. This project connected the Port Everglades complex with the Fort Lauderdale Airport, I-95, Florida's Turnpike, the Sawgrass Expressway and I-75. A major element of this position was claims avoidance and claims analysis. The project included extensive wetlands mitigation and environmentally sensitive construction in the Corkscrew Swamp. The scope and complexity of the project required a formal and extensive media/public relations program. This included the management of the in-house FDOT staff, as well as dealing with over twelve consulting engineering firms under contract.(4d) RESIDENT ENGINEER AND PROGRAM MANAGER, F.D.O.T., Marathon, Florida, 1987. I was in charge of in-house and consultant Construction Engineering and Inspection (CE&I) in Monroe County.(4e) DEPUTY STATE CONSTRUCTION ENGINEER FOR SERVICES, F.D.O.T., Tallahassee, Florida, 1987-1989. Though damaged, it remained fully functional through the recovery period without interruption to the customers of the FKAA. I also served as the Deputy Executive Director as required.(7) MAINTENANCE ENGINEER, Florida Department of Transportation, Florida Keys (Marathon Maintenance Office); December 1993 to October 1997, and from April 2003 to April 2004, at which time I retired. Roadway Use, Access Permitting and Leasing Reviews A major function in this position has been to plan for the evacuation of the residents of Monroe County before a storm, as well as for the recovery of U.S. 1 in the Florida Keys after a storm. This involved bringing together the County EMS Director, the Sheriff's Office, the Florida Highway Patrol, the Florida Department of Corrections and the FDOT to develop detailed plans to insure that this will occur without incident.(8) FACILITIES MANAGER AS A COMMANDER (O-5) RECALLED TO ACTIVE DUTY, CIVIL ENGINEER CORPS, U.S. NAVY; FACILITIES MANAGER/STAFF CIVIL ENGINEER for the Joint Inter-Agency Task Force  EAST & SOUTH, Truman Annex, Naval Air Station, Key West, Florida: In this position as the Facilities Manager for the Joint Inter-Agency Task Force - EAST (JIATF-E) and JIATF-South (JIATF-S), I served at the rank of Commander, Civil Engineer Corps, recalled back to Active Duty to serve in this capacity. The position was responsible for all aspects of the management of the JIATF-E and JIATF-S facilities, from recurring maintenance to the management of the construction program. The Task Force is a multi-agency Federal Command whose responsibility it is to track and assist in the interdiction of illegal narcotics from Central and South America through the Eastern Pacific and the Caribbean Sea into the United States and the adjacent coastal waters.In this position, I developed a facilities master plan, a force protection/anti-terrorism master plan, and have taken both concepts to design and into construction. There was over $15 million in construction underway in building, electrical and civil/site work, over which I served as the construction manager. RESUME for Paul J. Mitchell, P.E.Page 4Additionally, I established a multi-disciplinary maintenance program, including HVAC maintenance, generator maintenance, electrical system maintenance, as well as buildings/grounds maintenance. This included the installation, periodic maintenance program and operation of a state-of-the-art power conditioning and generation facility that can produce over 3 mega-watts of power in the event of a commercial power failure. Another major aspect of this position was the collateral duty assignment as the Commands Hurricane and Disaster Preparedness & Recovery Officer. This entailed the development of a revised Command Hurricane Instruction, which allowed the Command to integrate into the Countys, Citys and Naval Stations hurricane and evacuation plans, and to become an active partner in those operations. This also led to the development of a new Disaster Recovery Plan for the Command. As part of this plan, the Command maintained the organic capability to operate a shelter for 1000 people for 3 days, including food, water and personal support items. I also performed Command-wide hurricane briefings to the staff and dependants at the beginning of each hurricane season. In this capacity, I continued to maintain my current training levels by participating in the annual State of Florida, Governor=s Hurricane Conference. Another major collateral duty was that of Command Fire & Safety Officer. In this capacity, I have served to rewrite the Commands Fire and Safety Instructions (Policy Letters) for both functional areas. This includes providing fire and safety training, instruction and inspections, as well as coordination with NAS Key West and our higher headquarters. Part of this duty also included the role as Command Environmental Compliance Officer, which requires that all activities undertaken are in compliance with Navy, State and local environmental regulations. This included fuel storage facilities operation and maintenance. I was on ADSW orders from October 1997 to March 2003. I received a Defense Meritorious Service Medal and a Joint Service Commendation Medal in recognition of my service and accomplishments at JIATF East. Professional Registration:1.
