Additionally, develop and provide estimated costs and schedule to the customer for review and approval. Develop solutions that increase the usefulness of A/I technologies to the DoD.Developed a capabilities inclusion matrix for review by the Joint Chiefs of Staff (JCS), NSA, CIA, NGIA, review the comments. Recommend inclusion of trusted IC manufacturers. Program is TS/SCI/SAP. Awaiting JCS review and comment.April 2021 to 23 August 2023Science Applications International Corporation (SAIC)Principal Engineer, Senior  Support OSD/OUSD/R-E: Technical liaison to Joint Federated Assurance Center (JFAC). Provide technical leadership in support of American manufactured microelectronics in support of the Chips and Science Act of 2022, and an Executive Order (not yet published to the public). Assignments include:Liaison with American Integrated Circuit (IC) manufacturers to gather status on development of intrusion resistance, radiation hardening and extremely fast next-generation semiconductors. Record and report on the problems encountered by IC manufacturers and the solutions thereto.Provided leadership support to OSD/OUSD/R-E and IC manufacturers by supporting their Modeling and Simulation (M&S) efforts. Achieved a twenty-four percent increase in simulated performance of candidate ICs, and a cost savings of fifteen-percent.Provided technical guidance and assistance to Microelectronic Engineers at NSWC Crane, Indiana, to examine, verify and validate the performance of RAD-HARD microelectronics. Recommended changes to improve performance, and increase the IC invulnerability to EMP. Achieved a twenty percent increase in performance. Achieved a cost savings of seventeen-percent.Surveyed the development of the IC technological security planning guides; provide recommendations for the incorporation thereof into the security planning guides. This achieved a schedule savings of fourteen-months and a cost savings of forty-two percent.Due to COVID-19 restrictions, I recommended the establishment of a bi-weekly secure (TS/SCI) conference technical support meetings between IC design principals, and the IC manufacturers during quarterly-program reviews. This achieved a thirty-two percent cost savings, including the elimination of travel costs to attend on-site meetings.Provide technical leadership for the designs of machine-manufacturable laser optic systems on silicon (i.e. corrective lensing), similar to ophthalmic lens replacement. Achieved a twenty-percent increase in transmissibility, and a cost savings of twenty-six percent.Customer is OSD/OUSD/R&EAssigned as a SME to study and recommend practical solutions to 5G-LTE interference to airborne Ground Proximity Warning Systems (GPSW) aboard aircraft operating and entering U.S. air-space. On behalf of OSD/OUSD/R&E, I recommended a change in the existing software of the GPWS to limit the transmission of radar chips to a fifteen-degree horizontal and a twenty-degree vertical field-of-view; thus, reducing the probability of 5G interference to less-than 0.10 percent. Airborne testing conducted by the NTSB and FAA verified the predicted results. This method eliminated a planned re-design of the GPWS airborne systems. The cost savings has yet to be determined by the DoT and DoC.Customers are Department of Transportation and Department of Commerce.Cydecor Inc.April 2019 to April 2021Senior Analyst  Senior AT&L analyst for DoD programs. Resource Officer (RO) for DoD communications modernization. Review and assess technological risks for Spectrum Dependent Systems in development. SME on HEMP survivability assessments to DoD in cooperation with DTRA within the CBRN-CSOG, and human survivability post Neutron exposure. Review, assess and rate DNUG participants ability to counter HEMP and Neutron-effects during DNUG exercises.Assigned to OPNAV N2N6N communication systems modernization supporting communication and C5ISR assessments. Provided review, assessments; technical clarification and recommendations for modernization of suborbital; LEO and MEO DoD micro-satellite constellations capabilities to the members of the Joint Staff. Participated in PPB&E proposal development, issue Broad Agency Announcement (BAA) and participate in performer source selections. Led technology development from concept from digital concept, Models and Simulation through prototype development and testing. Achieved a predicted cost reduction of twelve-percent to the five-services.Perform Spectrum Supportability Risk Assessments (SSRA) on a wide range of spectrum dependent systems. Lead problem discussions with other SSRA assessors, and assist SYSCOMS in resolving technical problems discovered. Customer is DoD. Recommended a change in the SSRA process to include reviewers in the decision processes, and bi-weekly TS/SCI video conference discussions of the SSRA progress with NAVSEA engineers. This eliminated the need for travel to on-site meetings and reduced the SSRA creation and review time. Thus, achieving a fifty-percent reduction in costs and schedule.Prepare Planning Programming, Budgeting and Execution (PPB&E) for new programs and support the process using Procurement Business Intelligence Service (PBIS) to resolve the procurement issues as they arise. N2N6F1 recommendations were ignored by the JCS. Customer is DoDProvide presentations of US Navy High energy Electro-Magnetic Pulse (HEMP) readiness at the monthly Chemical Biological Radiological and Nuclear (CBRN) Strategic Oversight Group. Participate in yearly Defense Nuclear Users Group (DNUG) as an impartial judge to assess DoD personnel and systems readiness to combat nuclear assault from aggressor states. I made a recommendation to conduct all reviews via TS/SCI/CI telecoms, thus achieving program information safety and human safety. The recommendations were adopted, which achieved a schedule and cost savings of twenty-one percent.Free-Space Optics: Provide technical design and field-testing support to the U.S. Navy/U.S. Marine Corps Free Space Optical communications system. Worked with the Navy Research Laboratory (NRL) and the Office of Naval Research (ONR) throughout the research program. Attended four partially successful west-coast field tests in 2019 and 2020. Customer is United States Marine Corps. Recommended changes to the model and simulation software to include changes to the mortar flight dynamics. This simple change resulted in the discovery of programming errors, which were corrected. Thus, the change resulted in an overall improvement in artillery accuracy.SETA for the research and development of microminiaturized aerial vehicles (MMAV). The US Army uses the vehicles for recognizance and reconnoiter of airspace consider impenetrable by other means. Customer is US Army. Subsystems provide a group of seven-recommendation to the Army, to improve flight performance and achieve a predicted fifty-six percent increase in accuracy.SME for the research and development of a passive Unmanned Aerial Vehicle detection system. The need to detect UAVs prior to the incursion of airport and other critical national interest boundaries approaches a critical point in the history of aviation. The Federal Aviation Administration (FAA) via Department of Transportation funds research and development of select systems to cognitively identify the presence of UAV and other drones before the can cross into restricted airspace. Accomplishments include the following:SETA for DARPA Microelectronic Technology Office on the Bionic Ear Enhancement Plug (BEEP). This program seeks to actively limit acoustic overpressure to the human ear, while maintaining detection, intelligibility and localization of sonic sources within a battlefield environment. Review proposals and select key performers based upon the merit of the technological approach and cost factors.SETA for DARPA Defense Technology Office on the Cognitive Technology Threat Warning System (CT2WS). This program provides a breakthrough in soldier-portable visual threat warning devices by employing disparate technology areas of flat-field wide-angle optics, large pixel-count digital imagers; cognitive visual processing algorithms, neural-based target detection signatures and ultra-low power analog-digital hybrid signal processing electronics. Review proposals and select key performers based upon the merit of the technological approach and cost factors.SME and SETA for DARPA Tactical Technologies Office on System F6 (fractionated satellite constellations) program. Provided critical analysis to program manager, which averted a catastrophic failure in the concept of deploying fractionated satellite constellations.SETA for DARPA Strategic Technology Office on The Abstracted GPS Points of Reference (AGPR). This program explored using locations of previously surveyed landmarks (radio station towers, airports, mountainous terrain, and specific building sites in cities) and other geo-intelligence data as a replacement for precision GPS data.Contract SME for FAA on special study to investigate the susceptibility of ADS-B to adversarial spoofing and jamming. System Planning Corporation recommendations were voted-down by the DARPA program review committee.Contract SME for ARFL at Wright Patterson AFB, on the integration of GPS M-Code Selectable Access Anti Spoofing Modules (SAASM) into the guidance and navigation systems for Autonomous Air Vehicles. System Planning Corporation recommendations were voted-down by the DARPA program review committee.Contract SME for NRL at Patuxent River NAS, on the use of airborne high power LIDAR systems in jamming the electro-optic communications capabilities of AEHF satellites, and other similar on-orbit systems. NRL both liked and adopted the recommendations made by Systems Planning Corporation.August 1984  August 2009L-3 Interstate Electronics Corporation, Anaheim, CaliforniaPrincipal Scientist/Engineer  Program and Project Engineering Team Leader: successfully managed project teams to propose, design, develop, deploy and support COTS and MOTS: Ku-Band, UHF, SHF, EHF and AEHF ground terminals; RF communication systems for the next generation air traffic control system (ADS-B), GPS tracking and flight control systems, AEHF flight hardware and ground systems, including Transitional-Satellite (T-SAT) ground terminals. Provide on-site upgrades, troubleshooting and general support of delivered systems, including EO and IR sensors, Software, Network routers and other TCP/IP related equipment, antennas and RF communication systems. Major accomplishments include the following:Technical lead to develop COTS based Ku-Band satellite communication systems (designated KuBS) in the communications room aboard Submerged Ships Ballistic Nuclear (SSBN), in support of US Navy TRIDENT II Program. Program resulted in the ability of NC3 personnel to conference with other participants, including the commander aboard the SSBN.Capabilities Engineer: Design and development of Selective Availability Anti-Spoofing Module (SAASM) for Y-Code, militarized GPS receivers. U.S. Air Force accepted the results achieved during the development of Initial Capabilities. U.S..A.F awarded L-3/IEC a contract for $1.2B dollars for the creation of multi-communications platforms in cooperation with the DoD and the Joint Chiefs of Staff.Project Scientist: for the design and development of GPS M-Code receivers. Duties included the design of hardware, software and firmware. Additionally, responsible for the design of algorithms to jam or disable GPS M-Code receivers. Boeing received an award to manufacture L-3/IEC designed and proven GPS M-Code receivers. Boeing sublet work to L-3/IEC.Program Engineer: Provide system design to the customer and project overview to the internal customer, including schedule; budget, design and develop updates on IR&D to design laser sensor and Ka-Band transponders for the Transformation Satellite (T-SAT) program.Project Engineer: investigate the feasibility of using COTS broadband CCD optical sensors arrays to support development of ground terminal to space LDR and MDR electro-optical communication systems. Achieved a through-put of 16-Terabites per Second. L-3/IEC successfully achieved the contract award to create, manufacturer and sustain the new CCD Optical Sensor arrays.Program Engineer: Develop a selectable tactical wireless communication system and network, from COTS equipment, in support of deployed US Warfighters. Successfully achieved under budget and ahead of schedule.Defense Threat Reduction Agency. Create a series of models and simulations to assess the chemical, biological and radiological threats to designated population centers throughout the western world. Develop and test countermeasure hypotheses, then model the hypothetical situations and responses. Capture the modeled responses and publish the findings for review by the Department of Homeland Security.Provide timely and cost effective RF communications solutions to the NATO Command, Communications and Control (NC3A) program. The fielded SATCOM solutions for the NC3A L-3/IEC hardware are still operating in support of NC3A.Provided IR&D effort to design and develop laser sensors and Ka-Band transponders for the Transformation Satellite (T-SAT) program. The effort was successful and concluded two-months ahead of schedule, with a cost savings of $13.1MPer request of DARPA, investigate the use of COTS sub-micrometer optical filters to support of extra-atmospheric ISR programs.
