Liaise with various stakeholders- local authorities, donors, NGOs, and other operational partners to ensure that program implementation strategies are compatible with overall program goals and objectives. In coordination with technical staff, identify local stakeholders; develop and implement capacity-building protocols for the transfer of management skills and experience to local government and other partners. Contribute to technical design and programming through coordination with Living Water International Technical Units.Country Operations Manager, Merlin Liberia (October 2010 - July 2011)Provided strategic advice in the development and implementation of the country programming focused on providing emergency healthcare to communities and health institutions affected by previous war and epidemics. The program included, communicable disease control, maternal and child health services, emergency preparedness, HIV/TB control, AIDS awareness, and treatment and training for malaria, tuberculosis, etc. Ensured compliance with Merlin policies, local laws, and donor requirements (EU, ECHO, IRISHAID, UNICEF, WFP, DFID). Guided the operationalization of policy guidelines and actively engaged in problem solving through informed and innovative solutions. Coordinated activities between five local activity sites in Liberia and the country office in Monrovia. Regularly assessed the donor environment and opportunities for funding and led on the development of new, innovative programs. Maintained the grant management database and ensured timely reporting in line with the relevant donor contracts and compliance requirements. Oversaw 15 Project Coordinators to ensure that appropriate management, administration, personnel, logistic, finance, and communication systems were in place and followed. Coordinated with the HR Manager and Project Coordinators to provide capacity development and training opportunities to all national personnel.Area Rehabilitation Program Coordinator, World Vision International (WVS), South Sudan (May 2010- September 2010)Oversaw all activities related to programs in primary health care, food security, nutrition, water, sanitation and hygiene, education, child protection and peacebuilding in Warrap State, South Sudan. Led a 21-member team to ensure quality implementation of projects with an emphasis on maintaining World Vision and donor accountability standards, staffing, resources, and policies. Proactively addressed challenges and continuously improved service delivery, in accordance with project timelines and a $5 million budget. Participated in the design of the Area Rehabilitation Program along with new projects. Initiated and built relationships with other key sectors in the organization for the development of multi-sectoral projects and project plans. Approved project expenditures and contracts according to the Levels of Authority Manual and evaluated budgets and actual expenditures with the Finance team and the Operations Director. Ensured clear understanding of project assumptions and goals objectives with partners to support effective and timely achievement of project goals, outcomes, and outputs. Identified new opportunities for program growth. Negotiated contracts and agreements with donors in conjunction with ADRA senior staff. Worked with the Country Director to oversee and manage project implementation, including allocation of resources and ensuring that appropriate controls were maintained at all levels. Served as a link between ADRA Sanaa office and all project counterparts through sectoral coordination in Aden, the southern part of Yemen.
