As a GS-13, I received discrimination complaint cases which I reviewed to identify and frame the issues to be investigated based on the allegations contained in the complaint file, individuals involved who needed to provide testimony, documents needed that I determined were applicable to the issues. Contacted activity from which complaint arose, scheduled on-site visit or performed the investigation via telephone, email, or teleconferences. Obtained relative and pertinent sworn testimony or declaration under penalty of perjury. Most complaints arose from some sort of personnel action such as discipline or non-selection etc., that was taken by a supervisor against the complainant. Analyzed the testimony and documents collected during the investigation and wrote a Report of Investigation (ROI) and returned the case file and ROI to the activity from which the complaint arose for appropriate decision. As the GS-14, I supervised nine specialists and two admin personnel in the United States and two specialists and one admin personnel in Germany performing the duties above. I performed the full range of supervisory duties (i.e., assigned work, approved leave, counseling, disciplined, and evaluated performance of my subordinates). As the GS-14, I held the functional title of Regional Director.Human Resource Officer, GS-12, Department of the Air Force, Myrtle Beach AFB, SC (Aug 1976 - Oct 1987)Supervised 12 HR Specialists and administrative personnel engaged in the performing the duties of a full HR program for approximately 1000 Federal civilian employees of the Air Force at the base. I was responsible for ensuring all HR programs were carried out in accordance with law, AF regulations, Labor Contracts in a timely manner. I personally was the senior adviser to the installation commander and the supervisors of the work force and ensured they conducted their responsibilities in a proper manner. Assisted them with taking disciplinary actions, etc. while ensuring employees rights were protected. Served either as the Agency representative or as the technical advisor to the activity legal representative during hearings involving appeals or EEO investigations initiated by activity employees.Personnel (now Human Resources) Technician and Specialist, GS-7 through GS-11 (various Air Force Bases that are now closed).Performed as a Staffing and Placement Technician and Specialist. Received requests to fill a vacant or upcoming vacant position, reviewed the position description, identified the major duties and the major qualification requirements. Prepared vacancy announcements, received applications and reviewed them determining those individuals who possessed the necessary experience. Referred qualified candidates to the selecting supervisor.
