Develops and implements an annual Contract Safety Program for assigned areas. Accountable for ensuring DCMA's internal and external customers throughout the Department of Defense (DoD) community receive the highest level of functional, technical, and professional Contract Safety support. Incumbent evaluates conditions of current and future defense contractors, defense service providers, and producers of defense weapon systems, equipment, components, or spare parts. The incumbent applies a broad knowledge of contract administration, safety policies and procedures in the performance of assigned duties. The CSM participates in meetings; conducts briefings, and coordinates amongst various levels of management within DCMA and other government agencies with respect to Contract Safety.The primary purpose of the Contract Safety mission is to minimize risk to the government, prevent injuries to government employees, damage to government property, productivity losses, and provide a continuing flow of safety and environmental information through the design and application of sound safety management principles and concepts. Oversees private sector contractor programs that engage in high safety risk for the manufacturing and production of; the handling, storage, transportation, demilitarization, destruction, and disposal of explosives, munitions, propellants and all other hazardous chemicals and substances. Certified Acquisition Professional: Level I, Certification on October 6, 2010 Certified Acquisition Professional: Level II Certification on February 15, 2012 Certified Acquisition Professional: Level III Certification on April 18, 2016 Certification Field: Career Field Manufacturing, Production and Quality Assurance Duties:Responsible for planning, organizing, leading, controlling and evaluating the safety and occupational health programs for assigned area(s). Serves as the technical authority and consultant to all levels of assigned area(s) management officials on essentials of ammunition and explosives safety, aircraft ground safety, industrial safety and fire prevention, and support to the safety and occupational health program. Interprets policy and program directives published by higher echelons, analyzes the effects on contract safety activities and implements changes as appropriate. Recommends changes to DCMA program policies when information gathered during studies, plant visits or investigations dictates. Coordinates with other DCMA Contract Safety Specialists/Managers to delegate surveillance responsibilities of contractor operations relating to contract safety functions outside the geographical area and/or Divisional lines of control. Assists management and DoD contractors in making significant decisions or recommendations in the development, interpretation and application of DoD/DCMA contractual safety, and fire prevention program policies. Performs functions in the technology of risk management entities relating to all safety disciplines in support of accident or incident prevention. Plans, develops and manages the Annual Risk Based Schedule (RBS) for assigned area(s). The RBS provides the formulation for determining frequency of system reviews based on the degree of Government exposure and the level of risk and provides for a continuing flow of contractor data designed to provide insight into the degree of achievement of contractor's loss prevention programs. Works with Government Contracting Officers and private sector contractors to develop prevention procedures aimed at reducing or eliminating hazardous materials from both contractor processes and products. Provides authoritative technical advice and guidance to contractors during development of explosives site plans for construction or modification of explosive manufacturing and storage facilities.Reviews site plans for compliance with fire and electrical codes as set forth by the National Fire Protection Association (NFPA), and DoD explosive standards and requirements. Conducts interviews, collects data, verifies processes and procedures and evaluates contractors' safety programs during pre-award, preoperational, post-award or other safety related visits, in order to determine the contactors' ability to comply with contractual safety, fire prevention program requirements. Elements of the contractors' programs examined during these processes include safety program management and implementation; accident prevention, investigation, analysis, and reporting; safety awareness, education and promotion; and fire prevention and protection efforts. Performs as the Government's representative during accident investigations, independently or as part of a team, to identify and record facts, and to assist in determining corrective actions that are most effective in reducing the potential for injury to personnel, damage to Government property, or disruption of productions.Performs detailed analysis of records and files covering mishaps, injuries, training, and equipment maintenance data, reviews safety activities for evidence of compliance with prescribed safety requirements. Reviews contractor investigations for adequacy including causes and details of the mishap, assessment of action taken to prevent recurrence, and trend analysis. Conducts investigations of government mishaps resulting in fatalities or injuries, property damage, and incidents having potential for injury to personnel or damage to property. After analyzing accident data, discusses with contractor administration and production personnel the causes of the accident and any concerns of financial liability or production slippage. Identifies safety risk in contractor operations to preclude the loss of Government property, critical private industry production base, delay of delivery schedules, and injury to Government personnel and protection of the general public from hazardous contractor operations. The process used by the CSM to ensure contactor compliance are; Risk Planning, Risk Assessment, Risk Handling, Risk Monitoring, Risk Documentation, and Document Follow-Up Verification.Serves as a member of an Aircraft Program Team (APT), in support of the cognizant Government Flight Representative (GFR) for three contractors facilities. As a member of the APT, the incumbents responsibilities include surveillance and inspection efforts to ensure standardization in identifying and documenting contractor findings. The CSM is responsible for overseeing the safety surveillance elements including Contractors Ground Safety, Aircraft Rescue and Fire Fighting(ARFF) and Facility Fire Response, Mishap Plan, Severe Weather Plan Fuel Storage/Delivery/Maintenance, Facilities, Hazardous Materials (HAZMAT) and Explosives. Major Duties and Responsibilities:As a Contract Safety Manager certified in ammunition and explosive safety, aircraft safety and industrial safety, the incumbent provides direct safety surveillance oversight to numerous defense contractors. The CSM has conducted a significant number of post- award safety surveys for ammunition and explosive facilities, post-award aircraft safety surveys, and post-award industrial safety surveys. Direct mission duties accomplished include contract review and planning, 1st level review of contractor explosive safety site and construction plans, origination of 2nd tier safety delegations, development of safety risk-based management plans that align with Agency and customer expectations, document facility data sheets, generation of safety survey reports and corrective action request (CARs). Also, conducts follow-up safety surveys to verify corrective actions, hazard mitigation actions, and contractual compliances are followed. Well versed in DoD/DCMA, Federal and State Health and Safety regulations. This effort is focused on firms that are involved in high hazards, high value operations such as ammunition and explosives, aircraft related contracts repair and overhaul contracts, maritime and other hazardous subsequent abatement plans to determine their effectiveness in the control of hazards. Oversees work involving Ammunition and Explosives at contractor facilities, which includes fabrication and assembly operations, including hammer mill grinding of oxidizers, propellant mixing, pressing and machining; manufacture of igniter and inhibitor materials; welding, x- raying, and final finish processes.
