Grammer received his B.A. in Sociology and Government from the University of Texas at Austin in 1969. Following his discharge from the United States Army with the rank of Captain, he attended Southern Methodist University and received a M.B.A. in Organizational Behavior and Administration and a M.L.A. with a concentration in Psychology. During his studies at SMU he was inducted into Beta Gamma Sigma, an international honor society recognizing the top 5% academically in graduate school.Dr. Grammer was awarded his Ph.D. from the University of Texas Southwestern Medical Center at Dallas in 1982. He completed a two-year Pre-Doctoral Internship in the Department of Psychiatry, Division of Psychology, University of Texas Southwestern Medical Center at Dallas, as well as a two-year Post-Doctoral Internship in the Department of Psychology, San Marcos Treatment Center of the Brown Schools, San Marcos, Texas. He also completed a two-year Post-Doctoral Internship in Marriage and Family Therapy under the supervision of faculty from the Galveston Family Institute. He is a Licensed Psychologist with Health Service Provider Status in Texas. Additionally, he is a Clinical Member of the American Association of Marriage and Family Therapy and is certified by the Council for the National Register of Health Service Psychologists.Dr. Grammer has taught at Southern Methodist University in Dallas, the University of Texas Southwestern Medical Center at Dallas, Richland Community College in Dallas, and Texas State University in San Marcos. Dr. Grammer currently serves as Clinical Assistant Professor in the Department of Psychology at the University of Texas at Austin. Furthermore, he has supervised doctoral practicum students in Counseling Psychology in the Educational Psychology program for nearly two decades. Dr. Grammer was recently elected to the Board of Directors of the Lone Star Psychology Residency Consortium, a non-profit multisite pre- and post- doctoral residency experience committed to providing diverse training experiences for qualified doctoral-level psychology residents. Although not an academic appointment, he is also the Founding Chair of the Advisory Committee of the Department of Psychology at the University of Texas.In addition to his private practice, Dr. Grammer has served as President of the Texas Psychological Association. Furthermore, Dr. Grammer has served as President of the Capital Area Psychological Association as well as the Public Affairs Officer and Legislative Chair of the Texas Psychological Association. He has served as State Chair for the Association for the Advancement of Psychology and President of the Texas Psychological Associations Political Action Committee (PSYPAC) raising a record amount of contributions in his year as President. He has also served on the Board of Directors of the Texas Psychological Corporation and served as the Corporations President. He has served on the Board of Directors of the Texas Psychological Foundation and served as the Foundations President. He is the Founding Chair of the Texas Psychological Foundation Advisory Board. He is also an active member of the American Psychological Association where he has served as Federal Advocacy Coordinator for the Texas Psychological Association from 1997-2003; Business of Practice Network Representative from 2006-2007; Federal Advocacy Coordinator for APAs Division on Independent Practice from 2006-2007; and has served as the Federal Advocacy Coordinator for APAs Society of Family Psychology since 2006 to the present.Dr. Grammer has served on the Board of Directors of Mental Health America in Texas where he served as Secretary, member of the Executive Committee and President. He is the Founding Chair of the Mental Health America in Texas Advisory Board. He has served on the Board of Directors of the Mental Health America/Austin Area where he served as President. Dr. Grammer served as Chair of the Mental Health America in Texass Annual Fundraising Campaign from 2003-2008; raising nearly $2,000,000 for the Association. Furthermore, he has served on the Boards of Directors of the Texas Foundation for Psychiatric Education and Research, and the Texas Mental Health Foundation.Dr. Grammer has recently been selected to receive the inaugural Janey Briscoe Award. This award is presented annually by Mental Health America to an individual(s) for their strong support, tireless leadership, commitment and advocacy for mental health. The Janey Briscoe Award replaces the Texas Champion Award. The Texas Coalition for Excellence in Higher Education exists to promote excellence, accountability and progress in all of our states institutions of higher learning.Dr. Grammer is also a Founding Director of the Arc of the Capital Areas Ambassadors Council. He served as the new organizations Founder, Initial Chair of Board and President from 2017 to the present.Dr. Grammer recently chaired the Planned Living Assistance Network of Central Texass Symposium and Benefit Dinner honoring Alicia and John Nash (the subjects of the book and movie, A Beautiful Mind).Dr. Grammer has been named Psychologist of the Year by the Capitol Area Psychological Association in recognition of professional excellence and service in the field of psychology.Additionally, Dr. Grammer has been named Psychologist of the Year (Silver Psi Award) by the Texas Psychological Association. This award is given annually to a psychologist who is recognized as having made one of the most significant and recent impacts on the field of psychology within the state of Texas. The award is given for overall service and enhancement of the profession.Dr. Grammer was awarded the American Psychological Associations Karl F. Heiser Presidential Award. This award is given annually by the American Psychological Association to those psychologists who have distinguished themselves by serving the profession at the state and federal level in the area of advocacy.Dr. Grammer was one of six psychologists to be selected as a Conferee to attend the First White House Conference on Mental Health hosted by President and Mrs. Clinton and chaired by Vice-President and Mrs. Gore.Dr. Grammer was one of 120 psychologists from across the nation to be selected as a Conferee to attend the American Psychological Associations 2009 Presidential Summit on the Future of Psychology Practice in San Antonio, Texas. He has been a strong advocate in support of access to psychotropic medications for the seriously mentally ill, childrens mental health services, psychiatric advance directives, the establishment of mental health courts, patients privacy and confidentiality, opposition to the death penalty for mentally ill individuals, and support of the implementation of housing and community support services for people with mental illness.Dr. Grammer has served as an Oral Examiner, Professional Reviewer, and Expert Witness for the Texas State Board of Examiners of Psychologists on issues primarily dealing with ethical violations, conflicts and dual relationships affecting objectivity, inappropriate compensation, fees and financial arrangements, substantiation of reports and opinions, client abandonment and pre-termination procedures, scientific and professional judgment, competency, compliance and cooperation with appropriate investigative agencies, parental suitability, evaluations, assessments, testing and reports, and forensic services. Additionally, Dr. Grammer consults and testifies in civil and criminal matters for both the plaintiff/prosecution and defense. Furthermore, Dr. Grammer has made numerous professional presentations to his colleagues around the state and nation.Dr. Grammer has been a strong advocate at the federal level as well. He has made countless trips to the nations capital in support of legislation concerned with mental health parity, the Mental Illness Offender Treatment Act, the SAMHSA Suicide Prevention Program, legislation to reform the nations health care delivery system, State Childrens Health Insurance Program (SCHIP), and appropriations for Graduate Psychology Education and the Center for Deployment Psychology, protection of the Medicare mental health benefit, and funds to support appropriate mental health care for returning veterans.Recently, the University of Texas Southwestern Medical Center at Dallas named Dr. Grammer a Distinguished Alumni.He was awarded the Top Hand Award by the University of Texas at Austin for his extraordinary service to the University of Texas. In the history of the University only 93 Top Hand Awards have been awarded and recipients include Chancellor William Cunningham, Mrs. John Connally, President Robert Berdahl, Congressman Joe M. Kilgore, Ambassador Edward Clark, Admiral and CIA Director Bob Inman, President Larry Faulkner, and President Bill Powers.Dr. Grammer has served as President of the Westlake High School Parent Teacher Organization, served on the Board of Directors of the Eanes Independent School District Foundation, served as an Assistant Scoutmaster, Boys Scouts of America, and has coached a number of years in the West Austin Youth Association. Dr. Grammer recently chaired a $4,000,000 capital campaign for the University of Texas Ex-Students Association.Dr. Grammer was married for nearly forty years to the late Dianne Sabom Grammer, who was a very talented and successful landscape artist, and has two grown children, Jonathan, age 42, an attorney, who lives with his wife, Claire, also an attorney, and three grandchildren, Jeb, Grace and Georgia, in Amarillo, Texas and Christopher, age 34, an educational consultant, who lives with his wife, Jennifer, a fundraiser, and two grandchildren, Walker and Leigh in Austin, Texas.Dr. Grammer maintains a private practice in both Dallas and Austin working with adolescence through adult populations.
