I am currently serving as the Assistant Chief of the Facilities Engineering Service for the Veterans Affairs Hospital in Coatesville, PA. I help to supervise the maintenance and operation of the facilities and supporting utilities. This includes supervising the chiller plant, boiler plant, transportation, all of the maintenance staff, and the fire department. I have also been acting as the Chief of Facilities for the past few months since the Chief resigned. The hospital has about seventy long term, care beds, and various mental health facilities including a lock down ward, and almost a million square feet of space. This gives me the responsibility for all construction and project planning as well. I severed as the Chief of Design for the Westover Air Force Base in Chicopee, MA before my current position. I managed the initiation and definition of projects to renovate, upgrade, and replace buildings. I was on the leadership team at the Leeds, MA Veterans Hospital where I served as the Chief of Facilities Management Service. I planned all capital improvements to correct deficiencies in the Facility Condition Assessment. I coordinated and supervised the engineering design contracts, and acted as the Contracting Officers Technical Representative on several contracts. I Coordinated construction efforts, and coordinated with hospital staff to ensure communications were maintained and expectations were met. At the VA, I managed all facilities maintenance, operations, and staff. I managed all personnel actions for my department including interviews, hiring and discipline. I consulted with the union on various occasions. I served as the United States Coast Guard Shore Sustainability Officer. I managed and updated the Sustainable Building Plan in order to bring our inventory of almost 20 million gross square feet of buildings into compliance with requirements. When I was at the National Institutes of Science and Technology, I was the project engineer on projects to install photo voltaic arrays, and a residential Test facility. When I was at the National Institutes of Health, I gained extensive experience working in research and laboratories.When I worked for the various DPWs in Massachusetts, I developed strategic plans for the departments. I also formulated and executed budgets for the departments. This including predicting water and sewer usage, and making recommendations to set fees in order to raise required revenues, I was a Massachusetts Certified Public Purchasing Official for several years. These licenses and my MCPPO certification have lapsed since I worked for the towns.I served as the Chief of Design and Construction Branch for the State of New York Department of Military and Naval Affairs. I managed the definition and approval process for new projects to maintain all of the National Guard Facilities in the State of New York. After serving in the army for eleven years, I worked in public works positions in Massachusetts for several years, and then started working for the federal government as an environmental engineer, and then progressing into leadership positions in construction and project management. While in Vermont, I was in charge of environmental compliance and permitting.
