Im assigned in Sustainment Division, G4 for the U.S. Army Joint Modernization Command (USAJMC)/TRAID which Consist of 8 Divisions/Directorates, G3, BMID, SOSI, MCC, NID, EPG, G2, AMCOM and the General Command Staff, special staff consisting of over 500 personnel in a 4-level facility. Our facility is used for administrative, operational, storage, support areas and the surrounding grounds, access roads and parking areas in addition to these facilities the IMP Motor pool, 3 MCC complexes 2 levels, and the NIE training facility 1 level where the NIE ECC is located where the training evaluations are monitored. Group with responsibilities to perform analytical, evaluative, and facility functions related to development and execution of designated BMC operating programs (e.g, resource management, contracting, operations and facility management) Advises the Chief of Staff (COS) and G4 on resourcing issues related to the coordination, development facility to adequately support (USAJMC) mission. As Facility Manager/Contracting Support Analyst and GPC Administrator for (USAJMC) Command G4 representative/POC for all alteration projects to accurately developed contract scope documents and evaluation criteria required to effectively manage and inspect the delivery of space, products, goods and services to ensure the government received deliverables. Coordinates and communicates with customer agencies and maintains continuous relationship with facility tenants, contractors in the planning, design, renovation, construction, alteration, operation, maintenance, and repair of assigned facilities. Coordinated assembles, and reviewed facilities requirements, buildings, grounds, and other sites, and secured areas; and assessed core capabilities in support to address unit priorities. Inspected and evaluated structures and implemented regulatory requirements to manage fire safety risks. Established facility response to emergencies, and managed risks associated with physical security and hazardous materials and waste. Identified and analyzed requirements, planning use of material requirements types for skills necessary for construction projects.Attended staff meetings, working groups, and coordinated with various personnel and to accomplish facility work and logistics efforts to keep informed of unit policies and activities, and provided information on facility operation and maintenance activities. Notified personnel ahead of schedule to prepare for the construction work. Directed and coordinated the operation of all construction, projects to minimized impact to customer. Developed plans for command goals, Space, Project Building, Facility, and lease management. As Certified Contracting Officer's Representative (COR) conducted surveillance on all projects. Provided accurate budgetary data as it related to major program activity. Analyzed and reviewed program spending, financial performance required actions on assigned contracts submitted for multimillion dollar support contracts to ARCIC/TRADOC for approval. Initiated contractor modification support services required by Contractor Office (KO) review and approval. Participated in discussions with the Contracting Officer (KO), vendors, DPW and command to provide recommendations on contracts change orders, scheduling, problems, contract modifications that have arisen and proposed solutions and, verification of deliveries, and similar activities. Reviewed contract invoices for payment approval in Wide area Workflow (WAWF). Developed and directed all on-site building operation, maintenance, repair, alteration, historic preservation, cleaning, recycling, concessions, safety, environmental and security activities impacting building efficiency, energy management, water efficiency, renewable resources, sustainability, and environmental goals for optimal building operations. Monitored Custodial and Bureau of Prisons (BOP) personnel on all daily operation within facility and took enforcement actions when necessary. Developed, coordinated, and managed major/minor maintenance and repair projects from inception to completion. Responsible for writing Statements of Modernization Command, initiates and develops acquisition requirements (Contract Support Packages) in support of (BMC) Network Integration Evaluations (NIEs) to support test requirements. Ensure contract property is administered in accordance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) Monitor contract funding, obligations, and accruals. Conducted special studies and projects to identify logistical support requirements. Evaluated contractor's technical approach and cost estimates to recommend courses of action. As Contracting Officer's Representative (COR) for oversight of contracts Performed on-site surveillance inspections to evaluate contract performance. Aid directorates on contract support. Coordinate data management, technical equipment, and logistics support for all phases of operational tests responsible for. Provided G4 Statements of Work (SOW), Performance Work Statements (PWS) and AMO packages that consist of Independent Government Cost Estimates (IGCE), Functional Review Board Memo (FRB), Market Research document (MR), Request Service Approval (RSA) (5-14), DD1144 Support Agreement, Quality Assurance Surveillance Plan (QASP), Request for Services Contract Approval Form (RSCA), Cost Assessment Memo (CA), Administrative Contract Review Board Memo (ACRB), explanation Memo, Offload Memo, Contracting Officer Memo (COR), OPSEC Memo, and RAD form on any IT purchase. Once requirement is identified AMO packages is completed with the following documents and entered GFEBS, received by ARCIC, TRADOC, AMOD and Legal for review and approval. This process is the same for all Government Support (Government Reimbursable) and Contract Support then funded either by MIPR/Work Breakdown Structure (WBS) to supporting activity through TRADOC G8. Provided customer support for minor and major construction projects as needed. As Project Manager reviewed scope of work, cost estimates and other forms as required for Brigade Modernization Command defined by the multi-year program. Recommended appropriate actions relative to workload imbalances instructions for work methods and techniques used to relayed and interpreted policies, procedures, and instructions from higher management. Managed, reviewed and accepted or rejected work accomplishment.Determined total maintenance/improvement requirements and is responsible for determination of extent of repairs and improvements, which can be accomplished within the budgetary/ regulatory constraints. Recommended major repair and alteration project needs necessary to maintain facilities and overall project schedules, goals, and objectives. Conducted surveillance on contracts to ensure work was completed on time and as stated in the Quality Assurance Surveillance Plan (QASP) and Performance Work Statement (PWS). Determines appropriate resource allocation and availability for requested work. Directly supports the Director of ECSO in providing Corps of Engineers solutions to meet the BMC facility and infrastructure program and over site. Identifies and resolves sensitive issues and critical problems. Using diplomacy, discusses major issues and trends with other organizational elements to develop effective solutions to problems and obtain corporate consensus for successful execution of the programs. Mediates and adjudicates problems that impede project or program execution in forums residing outside of the Project Review Board (PRB) process. Determined project/program progress by reviewing District program execution rate and expenditures. Provides technical and management advice which may substantially redirect the project efforts, and materially affect project cost, schedule, and ultimately project success. Participate in the acceptance of Request Work Authorizations (RWA) from DHS which directly impacts the workload and funding of the District Program. Decisions, agreements and commitments from line-item reviews, design and construction schedule issues, and cost estimate scope issues are binding on the district. Directly supports and coordinates with the engineering team to complete technical reviews of design submittals to include Conformance with RFP document as modified by the awarded Contractor proposal, gross/net area allowance, functional adjacencies, physical security, building and fire code, seismic strategies, footing and foundations design, communications, etc. Provided management oversight to ensure standard designs meet functional requirements and are consistent in applications. Provide management assistance during negotiations. Assess lessons learned for trends or programmatic adjustments to policies, processes, procedures, or standards and criteria to improve program implementation and project execution. Experience was applied in the conduct of studies and management of projects resulting in the development of recommendations having substantial impact on operating programs, productivity improvement, management controls and long-range planning.
