           KNOWLEDGES, SKILLS, and ABILITIES
I.      Knowledge of federal sector civilian personnel laws and regulations.
       I have had experience with federal sector civilian personnel laws and
regulations in regards to multiple personnel actions where some issues are
appealable to the MSPB. As if the processing of mixed cases is not confusing
enough, the complexities of the mixed case system are compounded when complaints
combine actions that are within MSPB jurisdiction, or may be within its
jurisdiction, with issues that are not within Board jurisdiction which has to be
process through the regular EEO purview under Title V11. The mixed case
Regulation also imposes notice duties on federal agencies. An agency is required to
inform every employee who is the subject of an action appealable to the MSPB, and
who has raised an allegation of discrimination concerning the action, of his or her
right to file either a mixed case complaint or a mixed case appeal. The employee
must be informed that he or she may not initially file both and that whichever is
filed first is an election to proceed in that forum.


II.    Knowledge of federal sector labor relations, EEO laws and regulations.
The broad experience I have had as an EEO Counselor, EEO Investigator, and EEO
Specialist with the federal sector has required knowledge of federal sector labor
relations laws and regulations while serving as arbitrator and mediator in Title VII
administrative proceedings. As a legal process Specialist within private practice own
business, I served as an employment complaint investigator and mediator,
paralegal; participated in settlement negotiations in dispute resolution of informal
and informal employment discrimination complaints pursuant to Title VII; assisted
agency EEO officers with developing and implementing proactive measures to
improve the employers compliance with civil rights laws and objectives.
        As a legal specialist in private contract practice, I concentrated on federal
and private sector EEO administrative tribunal proceedings. I served as a Legal
Specialist and Mediator Consultant for various law firms and national EEO
contract firms in the conducting of EEO Investigations on and off the record; wrote
briefs; deposed witnesses on the record; wrote interrogatories; and represented
clients before administrative tribunals and the EEOC. My firm hires professional
attorneys who are qualified to represent our clients. I perform paralegal services to
all works of life on contracts basis. My focus: Title VI and Title VII of the Civil
Rights Act of 1964, the Age Discrimination in Employment Act of 1975, Section 504
of the Rehabilitation Act of 1973, Americans with Disabilities Act of 1990, and the
Bilingual Education Act of 1974, as codified within the Equal Education
Opportunity Act of 1974 and Title VI., civil rights, cases law research


III.   Skill in written and oral communication.
       I have served and as free lance legal specialist for Appeals matter. As
Appellant team member in administrative cases, such as unemployment, social
security cases, I represent indigent defendants by writing their appellant briefs and
arguing their case before the Administrative Court Judge when I am called to do so.
Thus far I have written perhaps 15 briefs for these clients. I did well in the legal
writing and research classes.
        An EEO Specialist must be skilled in oral communication. I refined my skill
in oral communication while volunteering or not. I have the skill, knowledge and the
ability as trained EEO officer/Manager to managed EEO program and write final
action of the agency
V.     Ability to deal effectively with senior officials
       I have the maturity, confidence, poise, and discretion to deal effectively with
any and all senior officials who would be management officials. I have had the
exposure to most directors. My professionalism is beyond reproach. I get along well
with all people. I believe I would be an asset in this as the EEO Complaint Manager.
