SUMMARY
Life Cycle Acquisition-Pre-Solicitation Phase includes developing and recommending acquisition plans and strategies, securing all required agency clearances and justifications IE; sole source justifications, market analyses D&Fs etc. IAW agency policies and procedures. Also reviewing and producing RFPs, RFIs, SOW, PWS and other solicitation documents.

Solicitation & Post Solicitation   Finalizing all solicitation documents, develop source lists and evaluation criteria IAW sections L and M of the solicitation. Evaluate proposals and/or leading a proposal evaluation team. Performing cost/price analyses for reasonableness and allowability of the proposed cost or price, performing initial proposal reviews to ascertain that they are submitted IAW and meet the solicitation requirements.

Award Phase   Perform and or lead negotiations with the selected contractor. Acquire all certifications for the selected contractor IE; D&B report, Excluded parties list determination past performance, etc. Send and respond legal reviews if required. Prepare and send a notice of award to the successful contractor. And notices to the unsuccessful bidders.

Post Award Phase   Respond to any protest. Resolve any performance or delivery issues. Monitor performance and expenditures. Perform closeout activities such as securing all contractor release documents, assignment of claims and final payment. This also includes certifying from the Government technical and program officials that all requirements under the contract have been satisfied. Prepare modifications when changes occurred during contract performance and for administrative changes.

Major Acquisitions - I perform these duties while working at the GS-13 level at the Dept. of Commerce for 11 years. I worked on the NEXRAD Doppler Radar contract that was a billion dollar 10 year contract. While working on this contract these duties were constantly being developed as it included a prime contractor, 80 subcontractors and involved 60 breakout contracts to other vendors. The contract involved a total of 124 sites around the US, Puerto Rico and Guam.

During my tenure with the Dept. of Fish & Wildlife in Portland, OR I performed pre-solicitation and solicitation to award on several A&E and construction projects. In accordance with FAR PARTS 36 and 37. I secured any NEPA/EPA documents or waivers. Worked with engineers on securing any drawings and designs and made design or design build decisions. Also secured all required bonds such as bid bonds, surety and performance bonds.

As a former GS-1102/13 I was ask and acted in a supervisory capacity in the absence of the regular supervisor.
