Objective: To continue my career in chemistry at a place of work local to my home.

May 2016 to January 2017: Senior Chemist, Eurofins Lancaster Laboratories, Lancaster, PA, Senior Chemist dealing with testing of extractable and leachable products primarily for trace metal content to satisfy cGMP requirements called out by NF and USP. Performed processing and testing samples of raw materials, packaging components, bulk and finished products, stability samples, process validation, and cleaning validations for various clients using SOPs. Operated Thermo, iCAP, ICP-OES, performed set-downs, prepared samples for HPLC-MS, GCMS, ICP-OES along with ICP-MS and other laboratory functions as needed. Created reports for use in studies and projects.

December 1999 to May 2016: Chemist III, PennDOT Bureau of Project Delivery, Materials Testing Division, Harrisburg, PA, Chemical Laboratory Manager dealing with supervision of 3 full time chemist IIs, and from 1 to 5 additional engineering and scientific intern positions during summer months trained in chemical analysis to support program and ongoing research needs. Worked with various business related computer software packages like SAP, Windows Office Suite and multiple LIMS systems. Directed personnel to provide measurement of materials to ensure conformance to contract specifications and product evaluations in terms of chemical characteristics. Developed specifications in cooperation with engineering staff, created standard operating procedures and evaluation test protocols. Approximately, 70 different laboratory procedures were performed by my staff with my assistance in the production of timely and accurate data. Numerous and varied techniques are employed in this endeavor among which the following are a few examples: X-Ray Fluorescence(for Cement, Slag, Steel, Aluminum, Polymers, Minerals, Coatings, Adhesives etc.), X-Ray Diffraction, Fourier Transform Infrared Spectroscopy, Gas Chromatography, AA (alloys and various salts), Perkin Elmer ICP-OES, pH, Carbon/Sulfur combustion IR, TGA, Differential Scanning Calorimetry, rheology using Extrusion Plastometer and Brookfield viscometers, Hunter Labs Tri-stimulus colorimeter, Agilent HPLC UV/MS for anti-oxidants in plastics products, optical microscopy, corrosion exposure studies for cathodic coatings, polymer and adhesive physical tests, volatile component content analysis in paints, pigment composition by FTIR, XRD and XRF, physical properties (such as hardness, peel strength and density), ignition loss and wet ignition of soils along with many other varied American Society for Testing and Materials (ASTM) and The American Association of State and Highway Transportation Officials (AASHTO) wet chemical procedures. Performed chemical research testing for AASHTO NTPEP Traffic markings and lines for new product evaluation.

May 1985 to December 1999: Commonwealth of Pennsylvania Department of Environmental Protection. Various duties beginning as a Chemical Technician for approximately 1 year and being progressively promoted through Chemist II at the Duties included work in the Trace Metals and Solids Section later transferring to the Organic Chemistry Section while serving concurrent duty on special assignment to the Laboratory Certifications as an Assistant External Laboratory Auditor. Operated as Inorganic Chemist II level for 12 years, using ICPMS, ICPOES, FLAA, GFAA, CVAA majority of instrumentation used were Perkin Elmer. Full time assignment 1 year as Organic Chemist II operating HP/Agilent ChemStation GCMS units for VOA s. Work items serviced the needs of PADEP programs such as the Bureaus of Water Quality, Solid Waste Management, Air Quality, Fish Commission along with Federal programs such as Office of Surface Mines, USEPA and USACE.

Other related items of interest:

Implemented the ISO 9000 Quality management program in the Chemistry Section at PennDOT along with ISO 17025 and 14001 as needed for related tasks. Provided services as a fully qualified lead internal auditor.

Provided work scheduling and review of material analyses on a routine basis.

Reviewed and approved all laboratory procedures used in the section maintaining document control and created related training records on all personnel.

Standardized all methodology in conformance with State, Federal and International Standards organizations.

Improved productivity through the research, development and implementation of new technology.

Removed productivity bottlenecks in terms of retry-reflective glass bead analysis resulting in industry wide adoption of optical particle analysis lowering labor costs.

Enhanced department productivity and accuracy of the analysis of cement by finding best available automated sample preparation and analysis technology arguing successfully via cost benefit analysis that elimination of over time would more than equal the cost of instrumentation automation.

Cut the analysis time for paint pigments, cement and aggregates from 6 hours to 10 minutes through the implementation of new X-ray diffraction technology.
Experience with Bruker and PANalytical/(Philips) XRD software and systems.

At PennDOT reinstituted steel analysis in terms of carbon equivalence values for field repair of steel structures to support department efforts in bridge rehabilitation while eliminating ICP-OES analysis and argon gas purchases to lower costs using spark ES. Also, developed XRF preparation and programs to rapidly handle not ferrous materials not requiring carbon and nitrogen. Developed polishing and etchants for metallic grain structure and heat affected zone evaluation.

Improved score averages for the section in terms of National Institute of Standards and Technology (NIST) Concrete and Cement Reference Laboratory (CCRL) and AASHTO Materials Reference Laboratory (AMRL) round-robin tests through better procedures, training and mentoring of personnel.

Provided service to the PennDOT Bureau of Highway Maintenance and Operations as a liaison for the Bureau of Construction and Materials for the research, development and implementation of effective practices for the chemical treatment of road surfaces. Continued to serve as advisor to that unit in terms of contract and quality assurance issues related to salt purchases. Most recent work in 2015 with Temple University as Department Technical Expert for Deicer Research Project Review through PennDOT Bureau of Planning and Research.

Worked with PA Department of General Services on various contracts and issues related to the Department's purchasing of commodities such as liquid deicers, salt and instrumentation. Assisted them in assessing the potential beneficial reuse of surplus material.

Provided service to other Bureaus such as PennDOT Bureau of Design for updates to standard specifications related to bridge paint, powder coatings, sound-wall protection, geogrids, geotextiles, MSE walls, concrete coatings and reinforcement steel.

Provided service to the Bureau Maintenance and Operations, Safety and Traffic Engineering Section in terms of traffic paint analysis and failure trend analysis related to program needs.
Provided input for writing of materials specifications and testing protocols related to testing and analysis of plastic polymers used in Geotextiles, HDPE pipe, rebar supports in precast products, acrylic sound wall materials, thermoplastic road marking materials and epoxy powder coatings for corrosion protection. Plastics examined included but not limited to HDPE, LDPE, nylon, acrylics, epoxies and urethanes.

Provided service to the Department of Motor Vehicles in terms of researching the effectiveness of magnetic strip materials applied and in terms of vehicle identity plates and stickers.

Provided service to the Pa State Police by facilitating laboratory space for latent finger print analysis classes.

Provided PennDOT District personnel with consulting expertise in terms of chemistry as a subject matter expert.

Served as Department representative at national meetings of ASTM D04 and C01 committees covering issues on a related to standard development.
