Develop, manage, monitor, and execute a comprehensive project plan to support fulfillment operations for clients – health plans, for ongoing fulfillment processes and annual changes mandated by CMS and other regulatory requirements. Design claims material per client and CMS guidelines that includes Member monthly Part C Explanation of benefit (EOB), Integrated Denial Notices (IDN). Gather and analyze plan offering for each client health plan for upcoming Annual Enrollment Period – AEP and determine all plan materials to be implemented including but not limited to member notifications per CMS chapter 2 requirements, ID Cards, welcome kits, provide directory, summary of benefits, evidence of coverage, annual notice of change, drug formulary, member premium invoice, Low Income Subsidy (LIS) notifications, annual LIS rider, annual loss of LIS, Late Enrollment Penalty (LEP) notifications, Service Area Reduction (SAR) notice etc. Prepare business requirement documents. Develop user stories with test cases for all artifacts supporting various operational and regulatory requirements that meet a comprehensive user acceptance testing (UAT) process for auto triggers, auto generation and auto production of all fulfillment items. Conduct parallel workstreams with print and fulfillment vendors to develop a project charter along with scope of work (SOW) for programming, downstream process testing. Initiate change request and attain cost estimation from fulfillment vendor, conduct internal review and obtain client review and approval. Identify any potential risk factors with adverse impact on the project schedule and deliverables. Work with Electronic Data Interchange (EDI) team to generate ERA files from nirvanaHealth platform and set up secure file transfer protocol (SFTP) with vendor platform to transmit Fulfillment data file. Conduct market research for vendor search considering factors like payment transmission choices, printing and mailing material quality and TAT (turnaround time) and payment reconciliation process for a new client, using research methodologies and graphical representation tools and techniques. Lead and manage internal projects incl. annual review of fulfillment operational policy and procedures to ensure CMS compliance and streamline operational processes as per client need and CMS policy change. Perform in compliance with the current PBM v2.2 URAC standards applicable to the position. Bachelor's degree plus 5 years of experience required. Worksite: Will report to Tampa, FL office.
