The authority to oversee the expenditures of State Emergency Telephone Number Account (SETNA) funds is provided in the California Department of Finance's (DOF) Manual of State Funds, 0022. The CA 9-1-1 Branch is responsible for administering SETNA, which provides funding to California Public Safety Answering Points (PSAPs) for9-1-1 systems and services. Cal OES will complete the transition to Next Generation 9-1-1 (NG 9-1-1) in 2025 and expects legacy 9-1-1 traffic to be possible through 2025 until the selective router services will no longer be needed. Responsibilities: Coordinate and facilitate conference bridge with each NG 9-1-1 vendor, PSAP, Cal OES, and other stakeholders as necessary, to complete pre- migration testing and migration of OSP traffic at each PSAP. Direct and provide leadership to all NG 9-1-1 vendors, PSAPs, and stakeholders for pre-migration and migration. Communication with the PSAPs to include pre-migration schedule, migration schedule, updated plans and status of NG 9-1-1 pre-migration and migration project. Develop reference models of the NG 9-1-1 system and maintain the NG 9-1-1 system information needed to update the CA 9-1-1 Strategic Plan and Operations Manual. Provide data and make recommendations to define policies and procedures to guide technology decisions for NG 9-1-1 by gathering data and input from the PNSP and RNSPs. Identify opportunities to improve the schedule by recognizing key interdependencies, anticipating critical milestones, gating items that will prevent or disrupt the NG 9-1-1 pre-migration and migration plans. Ensure OSP migration is achieved across the NG 9-1-1 system by participating in testing, planning, and validation of the pre-migration and migration plans. Participate in meetings with PNSP, RNSPs, stakeholders, and Cal OES. Provide Cal OES all data related to NG 9-1-1 vendors, PSAPs, and stakeholders during pre- migration and migration plans. Suggest updates to the pre-migration and migration processes that will improve efficiency. Identify and report any gaps and/or resource challenges with the NG 9-1-1 vendors, PSAPs, and stakeholders. Mandatory Skills: Minimum of eight (8) years of experience aligning IT systems with organizational business processes. At least five (5) years of that experience must have been in a lead capacity.
