The Energy Development Services (EDS) Division administers grant programs to tribes, businesses, households, nonprofits, and the public sector to help Oregonians implement conservation, energy efficiency, resilience, and renewable energy projects. Current programs include the Solar + Storage Rebate Program, the Community Renewable Energy Grant Program, the Energy Efficient Wildfire Rebuilding Program, two heat pump programs, and a new federally funded Grid Resilience program. This Division is also responsible for overseeing the close-out of legacy incentive programs and related projects, including the Small-Scale Energy Loan Program.

WHAT YOU WILL BE DOING

You will conduct economic, technical and policy analysis of energy issues and act as the divisions legislative, rulemaking, and proceedings coordinator. You will review and participate in energy-related regulatory processes of multiple state agencies and in regional and federal energy-related organizations. Additionally, you will develop and implement incentive programs and projects.


This position is eligible for a hybrid remote work schedule. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

This is a full-time limited-duration position that is not represented by a union.

Limited-duration positions are benefit-eligible positions with a designated maximum length of service. This position is expected to end on or before June 30, 2025; but could end at any time or could be extended.

MINIMUM QUALIFICATIONS

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

-OR-

  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.


The most successful candidate will also have the following skills, experience, and background:


  • Experience researching and analyzing statutes, rules, ordinances or policies to prepare reports or similar documents which provide policy option for decision makers.
  • Knowledge of or experience in conducting administrative rulemaking.
  • Experience collaborating with a variety of stakeholders with diverse backgrounds and interests.
  • Skill in public speaking to make presentations on technical or other subjects and to conduct a variety of forums, such as meetings and hearings.
