Position: IT Business Analyst Location: Baltimore, MD (Remote Allowed) Duration: Long-term Contract Responsibilities: - Collaborate with stakeholders to gather, document, and prioritize business requirements.
- Analyze complex data sets to identify trends, opportunities, and areas for improvement.
- Develop and maintain process models, use cases, and other documentation to support project objectives.
- Develop the framework, approaches, and processes using well-designed requirements or user stories, supporting screenshots, and documentation.
- Formulate and define project scope and objectives using knowledge of information technology and industry knowledge or business requirements.
- Act as a liaison between business stakeholders and the Information Technology team, using strong communication skills to elicit, document, analyze and validate business processes, systems, and solution requirements.
- Translate business requirements into functional specifications for technical teams.
- Work closely with project managers, release managers, and operations managers to ensure the timely and successful delivery of solutions.
- Monitor project progress, identify risks, and communicate updates to stakeholders.
- Actively participate and support requirements management, work management, and change management processes and user training efforts as needed.
- Collaborate and consult with infrastructure, system operations, security, development, testing, and other technical and non-technical teams to elicit, draft, and track requirements.
- Demonstrate thorough knowledge of business processes, requirements analysis, and scope design and prioritization.
- Provide direction and support for all system testing efforts, including unit testing, load testing, end-to-end testing, validation testing, and user acceptance testing.
- Work with developers to define, build consensus around, and elicit enterprise systems and application architecture requirements to ensure performance, scalability, maintainability, extensibility, and application integration with external systems.
- Adhere to all security, change control, and MHBE Project Management Office (PMO) policies, processes, and methodologies.
Minimum Qualifications: - A minimum of seven (7) years of experience in the IT field and a minimum of five (5) years of experience as an IT business analyst, requirements specialist, or equivalent.
- A minimum of five (5) years of experience in conducting JAD (Joint Application Design/Development) sessions with business owners, technical experts, and stakeholders to gather requirements.
- A minimum of four (4) years of hands-on experience in creating, modifying, and maintaining requirements and design documents for large healthcare IT systems.
- Excellent written and verbal communication skills, with the ability to present complex ideas in a clear, concise fashion to technical and non-technical audiences.
- Strong analytical skills and experience working with data and information, including data modeling, data analysis, and data visualization.
- Demonstrated experience with systems development lifecycle (SDLC) techniques and Agile software development methodologies.
- Experience with preparing presentations, reports, tables, graphs, and observations for presentations to technical and non-technical audiences.
- Experience working collaboratively with business users, managers, and non-technical staff.
- Knowledge of various software tools and technologies used in the industry, including data analysis, project management, and database management software.
- A strong understanding of business processes, operations, and practices in the health insurance marketplace to identify areas for improvement and optimize business performance through system changes.
- Proven strong analytical, problem-solving, critical thinking, attention to detail, and organizational skills.
- Experience with managing multiple priorities and tight deadlines and changing business needs.
Preferred Qualifications: - A minimum of five (5) years of experience providing business analyst services for complex and dynamic, multi-agency technology projects in the healthcare industry.
- A minimum of five (5) years of hands-on experience serving as a liaison between business and IT in gathering critical business requirements for complex system modifications, enhancements, and implementations.
- A minimum of two (2) years of hands-on experience in a business analyst or a requirements specialist role supporting the design and development of federal or state-based marketplaces or complex health and human services systems.
- Experience with data analysis and visualization tools such as Tableau, Power BI, or QlikView.
- Experience with developing requirements for Mobile applications and Responsive design changes.
- Experience with writing requirements for Artificial Intelligence (AI) based Chatbots, Robotic Process Automation (RPA), or any cutting-edge technological solutions.
- Proficient in a wide range of computer skills, including Microsoft Office applications such as Word, Excel, Visio, Project, and PowerPoint, as well as Google Workspace.
- Experience with diverse traditional and cutting-edge project management techniques, tools, and stages of the project lifecycle.
- Experience with Agile software development practices and principles.
- Experience developing and maintaining project schedules, plans, and specifications, estimating time and resources, monitoring milestone achievements, tracking various project lifecycle stages, providing timely issue reports that impact project progression, and coordinating action items.
- Experience with Electronic Data Interchange (EDI) processes, specifically 834, 820, and 999 transaction sets.
- Knowledge of Medicaid and Qualified Health Plan (QHP) Policies relevant to eligibility, plan shopping, and enrollment functions.
- Experience working with the Project Management Office (PMO) processes, policies, and procedures.
