Program Manager
Veteran Enterprise Technology Systems, LLC (VETS) is in search of an experienced, resourceful Senior Program Manager to support NASA Armstrong Flight Research Center (AFRC) and manage research facilities and engineering support services. Efforts under the program manager’s purview include: development, test, engineering, analysis, specification, design, development, installation, integration, operation, maintenance, documentation, training, customer outreach, change management, configuration control, troubleshooting and related functions. Work is dynamic in nature and candidates must have an Active DoD Secret security clearance and be a U.S. citizen.
Location: Edwards, CA
Job Duties:
- Provide on-site management and establish a management plan delineates concept plans, practices, and approaches for accomplishing the requirements set forth in the contract, i.e., managing and controlling WBS and management interfaces.
- Manage workforce to ensure that quality products and safe operations are provided to NASA and NASA customers.
- Develop and execute plans to manage temporary staff to support peak workloads, short-term (surge) requirements, or temporary absence of permanent staff.
- Adhere to all Federal, Agency, and AFRC policies. Requirements include NASA Directives and NASA standards as well as the policies and procedures listed in the Armstrong Management System (AMS).
- Direct contract management functions include: program management, financial management, logistics, contract phase-in/transition management/phase-out, procurement services, security management, safety, health, and environmental management, facilities management, quality assurance and management, ‘enterprise’ program integration, stakeholder collaboration, and contract and subcontract administration.
- Ability to independently execute a study or system development, facility repair or minor construction, where it may be appropriate to outsource
- Develop and implement an effective management approach for monitoring and tracking Government Furnished Property (GFP).
- Establish and implement an industrial safety, occupational health, and environmental program that prevents employee fatalities, reduces the number of incidents, reduces the severity of employee injuries and illnesses, and protects the environment through the ongoing planning, implementation, integration and management control of these programs.
Required Qualifications:
- Bachelor’s Degree
- Active SECRET clearance
- Minimum 10 years’ experience managing program or project execution
- Minimum 5 years’ experience NASA range operations
Desired Qualifications:
- Experience using a comprehensive International Organization for Standardization (ISO) Quality Assurance Program (QAP) (i.e., AS9100 third party certified to the current American National Standards Institute (ANSI)/American Society for Quality (ASQ)/ISO Quality Management Systems Requirements. (DRD 6 Quality Control Plan)
- Lean Six Sigma or PMP certified
