Veteran Enterprise Technology Systems, LLC (VETS) is in search of an experienced, resourceful Operations and Maintenance (O&M) IT Manager to support NASA Armstrong Flight Research Center (AFRC). The O&M IT Manager will oversee IT Systems Engineers (ITSE) to support the development of IT solutions to meet the needs of AFRC, and assist in the development and documentation of both current and future system and security architectures. The O&M Manager will also serve as an IT Liaison supporting the assessment and documentation of customer systems, applications, records, and A&A requirements.



Work is dynamic in nature and candidates must have an Active DoD Secret security clearance and be a U.S. citizen.



 



Location: Edwards Air Force Base, CA



 



Job Duties:




  • Monitor IT system compliance and reporting in accordance with established Federal and Agency IT guidance.

  • Maintain high-level Enterprise Architecture documentation for designated IT systems, to include concept of operations, network and system diagrams, user and administrator guides as appropriate, interface control documents, and a list of all systems with project Data/Information and corresponding IT Security Plans.

  • Act as the liaison for all IT requirements between designated project offices and Armstrong OCIO.

  • Assist project points of contact in the development, testing and maintenance of IT Security Plans for the projects and provides input to any other related project IT Security Plans as required.

  • Support testing of IT Security plans related to project activities.

  • Assist project points of contact in the development of the processes required to implement the IT Security controls spelled out in the IT Security Plan.

  • Represent the OCIO in project meetings and boards to identify IT requirements.

  • Facilitate communication between the system and application administrators of all IT systems for supported or designated project.

  • Participate in the design process of all IT systems for supported or designated projects.

  • Act as the Code 640 IT liaison for project issues, IT-audits, reviews and scans.



Support proof of concept or prototype activities as required by the AFRC Chief Technology Officer, including test and evaluation




  • Provide Documentation Support by working with Project Engineers, IT Security and System Administrators to document IT Security System, hardware, and software configurations. Ensure documentation is updated whenever configurations change; follow configuration control policies and procedures.

  • Jointly develop documentation between the IT Systems Engineer and a representative of the project. The following examples are common required documentation that will need support:

    • IT Security Plan

    • IT Security Risk assessment

    • IT Security Controls – Required to meet controls specified, including NPD 2810.1E, NPR

    • Assessment and Authorization



  • The contractor shall also assist NASA in the development or presentation of all documentation required by NPR 7120.7/NID 7120.99 is the NASA Information Technology and Institutional Infrastructure Program and Project Management Requirements Document.



 



Required Qualifications:




  • Bachelor’s Degree, IT discipline

  • Active SECRET clearance

  • Minimum 10 years’ IT support experience

  • Minimum 5 years’ experience supporting NASA IT

  • CISSP certification
