Veteran Enterprise Technology Systems, LLC (VETS) is in search of an experienced, resourceful Operations and Maintenance (O&M) Range Manager to support NASA Armstrong Flight Research Center (AFRC). Mission systems support responsibilities include, but are not limited to, the buildup, real-time and post-flight support, maintenance, repair, fabrication, integration, assembly, installation, calibration, test, reconfiguration, modification, and develop and modify operational documentation of all TRAPS and MCC systems and direct support equipment. This includes Range timing, Time-Space-Position-Information (TSPI), and GPS systems. Work is dynamic in nature and candidates must have an Active DoD Secret security clearance and be a U.S. citizen.

Job Duties:




  • Provide real-time and post-flight engineering, maintenance, and repair support.

  • Perform weekly backups of project files.

  • Maintain an effective emergency action plan, to include procedures for shutting off electrical power and air conditioning; evacuating personnel and records; and other actions as required in fire emergencies, bomb threats, and natural catastrophes.

  • Notify the range control office daily before 8:00 am or as soon as possible if there is a potential mission impact of assets.

  • Participate in program planning activities, design reviews, capability analysis, and testing processes for new development or modification projects. Recommend improvements and upgrades on all systems as appropriate.

  • Maintain a complete updated library of current engineering support manuals, instruction manuals, technical manuals, and service manuals.

  • Use BITS as the pre mission setup reference for all missions, real time and non-real time where applicable.

  • Track and maintain documentation on all equipment in the calibration system. Ensure that equipment due for calibration is available for pickup, or waivers are processed, by the calibration laboratory on or before due date.

  • Provide highly specialized technical and engineering support, as requested by the TM, which are essential for successful new developments and modifications of Range systems.

  • Provide prompt response (less than 2 minutes) to the Range Control Officer (RCO) or designated representative to any MCC equipment failure or data discrepancy or request for help by the users during real-time mission support.

  • Provide services to DATR Development Lab.

  • Advise NASA on the “project specific” mission data processing and data display configuration buildup process-utilized computers in the TRAPS, MCC, MOF/GCS, and post-flight server areas in support of the various flight research projects.

  • Perform pre-mission setup of systems to meet specific mission or project requirements in accordance with established procedures and documentation as directed by the mission support schedule in BITS. This includes configuring / controlling / monitoring the real-time data recording systems located at the TRAPS.

  • Operate and continuously monitor the TRAPS during all phases of mission support.

  • Provide technical assistance to the RCO and the TIE during real-time operations. Provide prompt response to the RCO for any equipment failure, data discrepancy or request during real-time mission support. In the event of a problem, provide advice on system status and diagnose whether difficulties come from the TRAPS or other related systems such as the MCC systems, front-end systems, or data distribution systems.

  • Provide operations support for project-owned ground-based support systems, as defined in the Project Specific RSA. These mobile assets may be deployed to remote locations and require onsite, remote support.

  • Collect and manage all real-time telemetered mission data sets and all aircraft onboard data sets for post-flight data processing and storage purposes. Provide data reduction on these real-time and onboard mission data sets according to the Post-flight Data Processing Request.

  • Identify and prepare, in collaboration with the project TIE, the post-flight data processing procedure required for a new project, to include those which require a unique post-flight data processing.

  • Participate in developing post-flight data processing procedure for a new project process.

  • Complete the post-flight data reduction according to the timeline, usually one day, on the Postflight Data Processing Request.

  • Manage preventative and corrective maintenance and repair efforts for all hardware systems.



 



Required Qualifications:




  • Bachelor’s Degree

  • Active SECRET clearance

  • Minimum 10 years’ range support experience

  • Minimum 5 years’ experience supporting a NASA range



 



Desired Qualifications:




  • Experience using BITS to record actual system utilization and personnel hours for missions
