Position:

We are a Pasadena based company with Master Services contract with Los Angeles County. Our client's Information Technology Service (ITS) is seeking to obtain the services of one (1) Consultant at the level of Salesforce Architect/Developer, with a specialty in guiding the maintenance, enhancement, and migration of applications and application interfaces developed in and residing on the Salesforce cloud-based platform.



BACKGROUND



In the first quarter of fiscal year 2020/2021, the Los Angeles County Public Defender (PD) will implement a new Client Case Management System (CCMS) to be hosted on the Salesforce cloud-based platform. ITS Customer Application Branch (CAB) will be responsible for the maintenance and support of the CCMS. During the initial roll-out and for a period of six (6) months, it will be critical that CAB technology staff be guided and supported by an experienced Salesforce Consultant. This initial period of guidance and support will ensure that CAB technology staff receive adequate knowledge transfer and experience to provide years of ongoing support for the CCMS.



CAB technology staffs have received training in the concepts and methodologies surrounding Salesforce development practices, but seeks to implement those techniques, expand existing knowledge, and deliver appropriate support utilizing this new technology. Implementing this newly acquired training shall require the assistance of one skilled Salesforce Consultant with experience in modifying existing applications, interface, design and implementing Salesforce-based applications.



MINIMUM QUALIFICATIONS



The Consultant must meet all of the following minimum qualifications:



 



1. Salesforce Certified Platform Developer II or Certified SFDC Application Architect or Certified Technical Architect. Documentation must be provided with response.



2. Five (5) years of experience within the last seven (7) years with working knowledge of Salesforce Object Query Language (SOQL).



3. Five (5) years of experience within the last seven (7) years working on project design and development using Salesforce.



4. Four (4) years of experience within the last six (6) years building applications on Salesforce community cloud.



5. Four (4) years of experience within the last six (6) years developing applications using Lightning Component Framework.



6. Four (4) years of experience within the last six (6) years using Salesforce Data Loader for Integration/Data.



7. Four (4) years of experience within the last six (6) years working on projects utilizing agile project management methodologies. Provide a work sample to verify this qualification with bid response.



8. Three (3) years of experience within the last five (5) years creating integration points between Salesforce and other business systems.



9. Five (5) years of experience within the last seven (7) years developing and customizing Salesforce applications using Apex, JavaScript, NodeJS, Visualforce, and (link removed) APIs.



DESCRIPTION OF WORK/DUTIES



The Consultant shall work closely with the Project Manager (PM), project team, technical staff, and key stakeholders to complete all assigned tasks. The PM will be responsible for reviewing all assigned tasks, providing feedback or revisions and upon finalization, will be responsible for their approval.



The Consultant shall perform all of the following:




  • Meet with the PM to develop a project plan, identify gaps in current service delivery processes and establish goals for customer outreach.

  • Meet with the PM to review the CAB existing Salesforce skill level.

  • Identify additional technical representatives that will be suitable for inclusion in CAB’s required support team.




  • With input from the PM, shall identify six (6) critical system components of the CCMS as candidates for teaching the architecture, standards, and methodologies used in the development of these components. Consultant shall analyze and document each component for use in training the CAB development team.

  • Develop exercises and training recommendations to ensure the CAB development team learns each of the six (6) identified critical components.

  • Meet with the CAB development team to establish strategies and goals related to completing existing service requests and incident management requests.

  • Conduct daily meetings with the CAB development team to ensure that recommended strategies and goals are used when completing assignments, tasks and service delivery processes.

  • Establish metrics to track CAB development team progress during and after this engagement. Metrics will focus on team productivity, system knowledge, and technical proficiency in the CCMS environment. Metric Reports shall be provided on a monthly basis.

  • Developing documentation to assist users.

  • Design Training Documents.

  • Develop a cooperative environment that fosters knowledge sharing.

  • Provide technical guidance and mentoring to others in areas of expertise

  • Participate in daily Agile standup meeting to discuss what work was done yesterday, what they’re working on today and any questions that come up.

  • Participate in bi-weekly Sprints for product planning, development, review and release.

  • Conduct regular Agile reviews and retrospectives to make sure work is being delivered at a consistent quality.



The Consultant shall perform all of the duties listed:




  • Provide technical support to ensure optimal design, operation, and maintenance of hardware, software, and performance problems for AD, Identity Management services and access management solutions.

  • Analyze system performance data and project computer workloads for purposes of capacity planning and management.

  • Assess AD infrastructure on a regular basis to ensure it continues to meet necessary demands.

  • Design systems and assess the effectiveness of technology resources already in use or new systems that are being implemented to determine the feasibility of changes and modification of systems.

  • Develop strategic and long-range information systems plans; develop systems for large scale, complex AD Services and Access Management solutions for compatibility with long-range departmental strategies.

  • Develop and document enterprise AD architecture for the Department.

  • Review systems proposals for conformance to standards and integration with the documented enterprise systems architecture.

  • Perform feasibility studies to determine whether to re-engineer existing AD Infrastructure, evaluate, and implement new applications, or to purchase commercial software applications.

  • Develop requirements and specifications for specialized and complex systems and AD infrastructure.

  • Work with external partners, including consultants, agencies, and vendors, to evaluate and implement the most appropriate system or integration of multiple systems.

  • Review proposed AD Infrastructure designs to ensure that design criteria are compatible with long-range development plans and methodologies, and provide the flexibility required by future changes in systems requirements

  • Assist in the planning and deploying of new technology and software products related to Identity Management Services, Enterprise AD Migrations, and products such as: Computer Software Distribution, Computer Data Synchronization, Application Integration Support, Integration with Unix/Linux’ Domain Controllers (LDAP servers), DNS (Domain Naming Service), DFS (Distributed File System), Certificates/Enterprise PKI, Webadmin (AD Administration, Delegation, & Reporting Software), NetMapper (File & Print mapping Software), Lightweight Directory Services (LDS), FIM (Microsoft Forefront Identity Manager), Directory Change Auditing thru Quest Change Auditor software, Directory Objects Backup and Recovery thru Quest Recovery Manager software, Active Directory Federation Service (ADFS) – Single Sign On Synchronizing Data Sources and applications with different types of data formats including Active Directory, Lightweight Directory Service, SQL, Oracle database and Text, and synchronizing with Microsoft Azure AD in the Office365 cloud to provide the identity linkage for Exchange Online services.

  • Provide technical support in Active Directory Domain Controller, DNS DHCP, DFS and Certificates/Enterprise PKI design and implementation.

  • Assist in Security policies design implementation.

  • Provide Technical Support in Microsoft Identity Management Service (MIIS), Forefront Identity Management (FIM) or synchronizing with Microsoft Azure AD in the Office365 cloud to provide the identity linkage for Exchange Online services.

  • Assist in configuring, using, and, translating system monitoring and management technologies that use SNMP, Network, and Performance Monitoring. · Provide technical support in automation and administration provisioned using one or more of the following: AGPM, Batch, BS, VB, WMI and ADSI.

  • Assist in scripting for user and group object attributes modifications on Departmental domain migrations.
