ARServices is seeking a Technical Project Manager to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department, Research Operations Division (RD CBC). The successful candidate will serve as the Lead for PMO supporting the Division, providing timely and accurate coordination across all other Divisions for the Initial Strategy Session (ISS (acquisition strategy)) and Acquisition Strategy Review (ASR) processes in CB, and provide support for the CBC portion of the planning, programming, budgeting, and execution (PPBE) processes and other CBC internal efforts as required. - Serve as Lead for PMO personnel in CBC, responsible for subordinate team members compliance with both DTRA and corporate requirements
- Provide support to CBC Division Chief and Chief of Staff for special projects as required.
- Provide meeting scheduling and facilitation for CB Department level meetings (backup).
- Establish and maintain relationships with relevant internal and external stakeholders in the CB defense community.
- Assist CB Divisions with CAT and ISS/ASR scheduling and processes/requirements.
- Review program documentation to ensure technical validity and facilitate cross-communication regarding program priorities and courses of action.
- Provide support to and coordination of acquisition and planning, programming, budgeting, and execution documents to include development of budget exhibits (R Forms) and Program Objectives Memorandum (POM) materials, for a research and development acquisition program.
- Assist in setting portfolio, project, and product level strategy and priorities.
- Create briefings and products for both technical and senior leader audiences.
- Track cost, schedule, and performance of chemical and biological defense related technical projects to ensure they continue to meet the objectives of the program.
- Advise the program team on risk assessment and risk management, and business and contracting strategies.
Requirements - DOD Secret level clearance
- Successful completion of a full course of study in an accredited college or university leading to a BS, or MS, in a Business/Accounting/Financial Management related field, and/or five years experience managing projects and financials (preferably DTRA RD experience) and/or degree in a science field (e.g. biology, chemistry, physics) with experience managing RDT&E projects from a Program/Project Management perspective
- Minimum of five years experience with a BS, or 3 years with a MS, and experience in: ensuring compliance with acquisition processes and creating or reviewing senior level correspondence
- Detail-oriented, self-starter with excellent communication and time management skills.
- High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software.
Desired Qualifications - Knowledge of Joint Chemical Biological Defense Program systems (e.g. JSCBIS/JICAP)
- Knowledge of the DoD acquisition policies, preferably with experience in the Joint CBDP
