Navarro Research and Engineering is recruiting for Industrial Decarbonization Reviewers(link removed) This is a remote temporary full-time position lasting 7 weeks starting in mid-August.

This position will support merit reviews for the Department of Energy Office of Clean Energy Demonstrations (OCED) Industrial Demonstrations Program.

Industrial emissions account for roughly one third of the nations carbon footprint, and the industrial sector is considered one of the most difficult to decarbonize due to the diversity of energy inputs, processes, and operations. The sectors emissions result not just from fuel for heat and power, but also from feedstocks and processes that are inherently carbon intensive.

The Industrial Demonstrations Program will fund projects that focus on the highest emitting and hardest to abate industries where decarbonization technologies can have the greatest impact: iron and steel, cement and concrete, chemicals and refining, food and beverage, paper and forest products, aluminum, other energy-intensive manufacturing industries and cross-cutting technologies. Widespread demonstration and deployment of projects within these industries will support President Bidens initiative to rebuild U.S. leadership in manufacturing as countries, companies, and consumers around the world shift to low- to no-carbon commodities to meet their own decarbonization goals.

Through DE-FOA-0002963 - Bipartisan Infrastructure Law: Carbon Capture Large-Scale Pilot Projects, DOE makes available up to $820 million of federal funding at a maximum 70% federal cost share for up to ten carbon capture large-scale pilot projects designed to further the development of transformational technologies that capture carbon emissions from existing industrial facilities not purposed for electric generation. These pilots will help mitigate risks, aid in commercial adoption, and inform subsequent large-scale demonstration or commercial deployment plans.

Candidate will need to support OCED full time for approximately 7 weeks, Aug 21-Oct 6, 2023.

Requirements

In preparation for receiving Full Applications of this FOA, we are in the process of building our list of potential reviewers (reviewer types include super, special purpose, and general reviewers). Candidates should have experience in one more of the following merit review criteria for this FOA:

  • Technical Merit, Innovation, & Impact (TRL [Technology Readiness Level], LCA [Life Cycle Analysis], TEA [Techno-Economic Analysis], & EH&S [Environment, Health, & Safety])
  • Financial & Market Availability (Market Liftoff, Budget & Cost-Share, & Financing & Business Plans)
  • Workplan (Schedule & EPC, NEPA [National Environmental Policy Act] & Permitting, & Operations & Testing Plan)
  • Management Team & Project Partners (Team & Key Personnel & Risk Management)
  • Community Benefits Plan (EEJ [Energy and Environmental Justice], DEIA [Diversity, Equity, Inclusion, & Accessibility], Engagement, & Workforce)

Each reviewer must have technical familiarity with at least one of the following Industries:

  • Chemicals and refining
  • Iron, steel, and steel mill products
  • Pulp and paper mills
  • Cement and concrete production
  • Aluminum production
  • Glass production
  • Other energy-intensive industrial processes.

Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
